
The Standing Committee of Pakistan has unanimously passed the Import and Exports (Control) (Amendment) Bill 2022 which serves to replace the cabinet with the Minister of Commerce regarding import and export approval.
The Import and Exports (Control) Act of 1950 is the primary legislation which provides the legal basis for dealing with international trade in Pakistan. Imports and exports are regulated using Import Policy Order (lPO) and Export Policy Order (EPO), which are issued under Section 3(l) of the Act. These orders are, from time to time, amended and framed with the cabinet’s approval.
A source in the Ministry of Commerce clarified that the bill’s amendment gives the Commerce Minister the power of approval and disapproval regarding cases involving re-imports, re-exports, exceptions and relaxation of prohibitions.
This amendment is done to ensure efficiency so that the hardships and concerns that the business industry may have can be addressed using a time-saving process.
The committee met in Parliament House, Islamabad and was chaired by MNA Khursheed Ahmed Junejo so that the performance of the Ministry of Commerce could be discussed. The bill will, however, need to be passed by the National Assembly and then the Senate to be considered as a law.
