
The stand of the National Board of Revenue (NBR) mandating bond licensing for small apparel exporters, is worrying the small apparel manufacturing units in Bangladesh.
As per reports, despite the Commerce Ministry’s recommendation on loosening the grip, NBR is standing firm on this issue.
The NBR move will take raw material sourcing on credit and without value-added tax (VAT) facilities away from small entrepreneurs, which as per reports, will render them to lose their competitiveness and drop out of business even if the NBR on its part, reportedly, underlined licensing will lead apparel makers to follow the minimum revenue regulations and safety compliances.
It may be mentioned here garment makers with bond licences can purchase raw materials on credit, while also enjoy import duty cut and VAT exemption on raw material sourcing even if the non-bonded factories have been enjoying the same facility against back-to-back letters of credit (LCs).
