
In order to facilitate provision of green technologies to Micro, Small and Medium Enterprises (MSMEs) in sectors such as textile and apparel manufacturing, Nirmala Sitharaman, Minister of State (Independent Charge) for the Ministry of Commerce & Industry launched the Technology Acquisition and Development Fund (TADF) under the National Manufacturing Policy, being implemented by the Department of Industrial Policy & Promotion (DIPP).
Under this scheme, green and energy efficient technologies in the form of customized products, specialized services, patents, and industrial design will be made available to the MSMEs in India or globally at affordable prices. The scheme, which will be implemented through Global Innovation and Technology Alliance (GITA), a joint venture company, is expected to fertilize growth in the MSME sector so that it contributes more to Make in India campaign.

Under this scheme, manufacturing industry will be invited for giving proposals for reimbursement of 50 per cent of technology transfer fee or Rs. 20 lakhs, whichever will be lower. The technology will be licensed to selected companies on a mutually agreed value, and a subsidy of 50 per cent of the mutually agreed value or Rs. 20 lakhs will be provided to the selected companies. A subsidy of up to 10 per cent of capital expenditure incurred on new plant and machinery up to a maximum of Rs. 50 lakhs will also be provided to the manufacturing units.

Resource conservation activities in industries located in National Investment and Manufacturing Zones (NIMZ) will be facilitated under this scheme through the introduction of subsidy schemes for energy/environmental/water audits, implementation of renewable energy projects, construction of green buildings, and implementation of waste treatment facilities through financial support under the TADF.
