Uttar Pradesh is accelerating the development of five textile parks under the Sant Kabir Textile and Apparel Park Scheme as it seeks to strengthen its position as a leading textile and apparel manufacturing hub in India.
The state government has identified more than 326 acres of land for the proposed parks, which will be developed in Varanasi, Amroha, Bareilly, Sant Kabir Nagar and Bijnor. The transfer of all land parcels required for the projects has already received Cabinet approval.
According to officials, the textile parks will be established across 75 acres in Ramna, Varanasi; 79.825 acres in Amroha; 79.580 acres in Baheri, Bareilly; 39.490 acres in Maghar, Sant Kabir Nagar; and 52.910 acres in Nagina, Bijnor.
All five projects will be developed under the Public-Private Partnership (PPP) model, with the government aiming to attract substantial private investment while creating large-scale employment opportunities across the state.
As part of the implementation process, the state has already issued a notification for the constitution of the development authority, while the land transfer process has been completed.
Project planning is also progressing. The Northern India Textile Research Association (NITRA) has submitted the pre-feasibility report for the Varanasi textile park, while revised pre-feasibility reports for the remaining four parks are being prepared. These reports will be finalised after incorporating feedback and recommendations from industry stakeholders.
Infrastructure development has begun at the proposed Ramna Textile Park in Varanasi, where work on a connecting road is progressing. Following the completion of the tendering process, contractual formalities for road construction are currently underway.
To ensure reliable power availability, plans have been prepared for a 132 kV substation, transmission lines and 33 kV electrical infrastructure within the park.
The Uttar Pradesh government is also focusing on ensuring that the projects comply with environmental standards. Processes related to environmental clearances, groundwater usage approvals and no-objection certificates from the Forest Department are currently in progress.
Meanwhile, PPP-based tender documents are being prepared for the selection of master developers for the four remaining textile parks.
Officials said the positive response from industry stakeholders has reinforced expectations of strong investment interest in the projects. The state government believes the Sant Kabir Textile and Apparel Park Scheme will strengthen Uttar Pradesh’s presence in textile manufacturing, ready-made garments, technical textiles and exports.
The initiative is also expected to generate thousands of jobs and contribute to the state’s broader economic ambitions, including its goal of becoming a one-trillion-dollar economy.
